  7.     Washington may be focusing on the war, but Democrats are
  8. planning a campaign on social issues. Their prospects:
  9.  
  10.  
  11.     Civil Rights. Calling it a "quota bill," Bush vetoed last
  12. year's legislation, a broad anti-discrimination act. This year
  13. the Democrats plan to avoid racial overtones by recasting the
  14. measure to focus on the rights of working women. Debate will
  15. be fierce, but passage is near certain.
  16.  
  17.     Family Leave. Another veto victim in '90. Bush supports the
  18. concept of unpaid leave for employees but feels the government
  19. should not compel businesses to provide it. Passage, which is
  20. likely, may force the President's hand again.
  21.  
  22.     Taxes. The G.O.P. wants a cut in capital-gains taxes but
  23. won't fight very hard for it. Democrats aim to counterattack
  24. by proposing a cut in Social Security payroll taxes for the
  25. middle class. Passage is probable, with some Republican
  26. support.

  28.     Medicare. The Democrats agree privately with Bush's plan to
  29. make affluent retirees pay higher premiums for Medicare
  30. coverage. But the Dems will hesitate because any such "means
  31. testing" could turn Medicare into a "welfare-type" program that
  32. would lose support among the middle and upper classes. Chance
  33. of passage: slight.

  35.     Education. The Democrats would love to upstage the
  36. "education President." They dream of everything from an
  37. overhaul of the student-loan system to an upgrading of teacher
  38. training. But since there's no money, there's no chance for
  39. major legislation.
